Versions of packages lyx-common depends on:

ii perl 5.8.4-2 Larry Wall's Practical Extraction
ii python 2.3.4-1 An interactive high-level object-o

-- no debconf information

The change log posted does not mention any addition of a dependence on
tetex-bin and sure enough ther isn't one in lyx-common 1.3.4-2. lyx-common needs to depend on tetex-bin for proper installation and avoid
'Running update-lyxrc... /usr/share/lyx/configure: line 1: kpsewhich: command not found'
messages.

Thank you
