What happens when a user deselects _all_ languages in
mailman/site_languages? There will be no choice available for
mailman/default_server_language.

Either forcibly enable english in this corner case or reverse the
order of questions with default_server_language being forced into
used_languages.

If you don't find the time to fix this, drop me a note and I'll
implement the 2nd option.
