suexec can only be enabled or disabled globally for a complete apache
installation (i.e. it is always active if the suexec binary is present
and it is not active if the suexec binary is missing when apache
starts).
So to use mailman, we would have to stop using suexec for all cgis in
all virtual domains of our server. Which is not an option.
