[Pkg-mailman-hackers] Python scripts in /etc

I was wondering why there were executable python scripts in /etc in the
mailman package. Shouldn't they be in /usr/share instead? (i.e. isn't it
an FHS bug?)
Would it be also possible to extract documentation from the scripts to
produce plain and comfortable documentation (HTML or man pages, like
with POD documentation in Perl)?
