Basically, you need to get mailman sources (the fastest way is to do
apt-get source mailman and get the tgz file).

Expand the sources, and copy or mount (using the -bind or -o bind
option) the debian file from the svn trunk into the sources.
Once this is done, go to the sources dir, make your changes and execute
dpkg-buildpackage to create the debian package.
Doing this will give you some lintian errors about the existance of .svn
dirs on /debian, but since it is for personal use/test, don't worry
about it.
