[Pkg-mailman-hackers] Bug#404331: upgrades break if /etc/mailman/qmail-to-mailman.py does not exist

/usr/lib/mailman/bin/qmail-to-mailman.py is a symlink to
/etc/mailman/qmail-to-mailman.py, which I deleted for some reason.
It is reasonable to expect that files in /etc/ may be deleted, and this
should not break the upgrade process.
