[Pkg-mailman-hackers] Bug#491847: generating templates does not enforce an appropriate umask

We use a umask of 0007 and after generating language templates for
mailman with dpkg-reconfigure, we found all files/dirs in
/etc/mailman/??/* to be mode 0660/0770 and thus unreadable by
mailman:

/var/lib/mailman/lists/vcs-home/digest.mbox:
[Errno 13] Permission denied: '/var/lib/mailman/templates/de/masthead.txt'

mailman should be setting a public umask of 0002 or 0022, or ensure
that the files are otherwise readable by whomever needs to read them.
