I think this is the real problem in this bug. However, this URL works fine for 
me. Did you use the Apache configuration as shipped with Mailman? Do the 
Apache server logs show why you get a 404 on that URL?

This is indeed by design: all archives are treated as private archives, and 
making them public just adds a public route to view them.
