That doesn't sound like a bad idea. I have two concerns: one is that not
all HTTP servers supporting CGI currently 'Provide' httpd-cgi, at least
nginx seems to be missing.

The other is that it doesn't seem to be current practice under webapps in
Debian to do so. This could may be brought up on the debian-webapps list:
if it's a good idea, this shouldn't be kept limited to Mailman.
