Thinking a bit more about this. It seems weird that we exit 0 when a site
list does not exist. Afterall, the daemon is not started so the init
script should actually be failing, right?

I can see the following scenarios:
- The user newly installs mailman. The sane thing to do seems if there's
no site list, just to create it. We can ask the user for a site admin mail
address and then create a site list with it.
- The user upgrades mailman. A site list is already present, otherwise the
previous install wasn't working. If it was not present, an error is
appropriate anyway.

What do you think?
