This bug seems to be a bit more deeper than the simple translations,
given that any output to the terminal is not UTF-8-safe:

IMHO the severity of this bug is a bit more than normal, if not because
UTF-8 is enabled by default since etch, at least because UTF-8 has been
proposed as a release goal for jessie:
