Dear Maintainer,

I'm experiencing a very similar issue, but I think I have a reproducible way.
Whenever a python or libc update is installed and needrestart in my case
tries to restart mailman it dies and is not restarted until I manually
restart it. This happened several times for me causing lots of trouble.

I'm not sure whether this is this issue or  a very similar bug, but I hope it
helps to trace this down and fix it.
