Hi Pierre,
Yes, /run/mailman3 dir exist and is owned by list. but there is no /run/mailman3/master.pid file.

Reconfiguring the package is not useful. Most probably, mailman3 doesn't
succeed at accessing /run/mailman3/master.pid

What are the permissions of /run/mailman3 directory if it exists? If it
doesn't, you have to create it and set it to be owned by list:list. Which init
system do you use?
