That's expected. 'mailman3-suite' provides only the the uWSGI daemon
with the Django webinterface. 'mailman3-core' on the other hand provides
the actual mailman3 daemon.

I agree that this is somewhat confusing.

Can you verify that restarting 'mailman3-core' (e.g. via `service
mailman3-core restart`) solves the issue for you?
