That is not strictly true.  Being part of GNU also means that the maintainer
agrees to develop it according the the GNU guidelines.  Part of that means
agreeing to make it work well with other components of GNU.

If other organisations, such as Debian, have technical difficulties which
hinder their ability to distribute a GNU program, then we would ask the
maintainer to help resolve those issues,  but it is not the maintainer's
first priority.

So.  Not all GNU programs are part of Debian, and not all parts of Debian
are GNU programs.    That is unlikely to change.
