I think users are expected to follow the migration procedure to Mailman 3
as published by the upstream project - we'll not invent anything ourselves
here.

The mailman2 package would be removed (or its contents at least) but your
lists and archives remain on disk.

I don't yet dare to say if that is enough to perform the migration after
upgrading to bullseye, that will need to be verified. However, any
scenario that requires MM 2 code to run is not feasible for bullseye since
that will not contain Python 2 at all. One other scenario is that people
need to perform the migration while still running buster.
