[Pkg-mailman-hackers] Bug#983849: Executable mailman-web does not exist

The documentation of mailman3-web indicates that we can manage Django
with the mailman-web command. However, this command is not provided by
the mailman3-web package.
Maybe you can add a symlink from /usr/bin/mailman-web to
/usr/share/mailman3-web/manage.py.
