[Pkg-mailman-hackers] Mailman3 via apt-get: Hyperkitty settings.py

Hello.

I'm in the process of migrating to Mailman3 via debian packages, currently
on Buster-Backports in preparation to migrate to Bullseye.

I'm a bit confused about the settings.py (or settings_local.py) file for
Hyperkitty.  Should this file be in /etc/mailman3?  Should the package
installation process create an initial copy someplace?
