[Pkg-mailman-hackers] Bug#1135067: mailman3: Please use public suffix list from the package "publicsuffix"

Hi,

Mailman3 includes a copy of the public suffix list, which seems to be
outdated. Please use the public suffix list from the "publicsuffix"
package.

The attached patch uses the "publicsuffix" package by depending on it,
and making the public suffix list file a symlink.
