Bug#793889: please build mate-user-guide as a separate binary package

Hi,

When m-u-g was present in upstream Debian packages repo, it was built
as a separate binary package. You can see the evidence of it in the
upstream commit [1] that removed it, and also in Mint's fork of that
repo [2][3] where m-u-g has been built in mate-desktop 1.8.

Please build the newly re-introduced m-u-g the same way.

First, it will reduce the size of mate-desktop-common package. Users of
other desktop environments won't have to pull a few additional megabytes
if they'll want to use MATE apps that depend on mate-desktop-common.

Second, it will make package upgrade in Mint smoother. It already ships
a separate binary m-u-g package.
