Bug#803134: mate-themes: needs updating to 3.18 compliant version in Testing and Unstable

Hi,

As GTK+3 now moved to 3.18 in Testing and Unstable, we need an upgrade
of mate-themes to 3.18 compliant version. You can get a tarball from [1] or use
the mate-themes-gtk3.18-1.10.5 tag branch in git repo [2].

Correction of GTK+3 version number in debian/watch file is also needed.
