Bug#848742: easy fix, NMU to DELAYED/5

tag -1 patch

tzdata is no longer regularly installed in buildd chroots; adding it to
Build-Depends fixes the FTBFS.

I have made an NMU to DELAYED/5. Feel free to reschedule or cancel as
you see fit.
