I have checked the mate packages, and discovered that a bunch of these
were still trailing in a 1.10 version :

So I have issued a new update/upgrade session, that pulls all remaining
packages in 1.12.
And this has solved the issue, the missing menus is now back and fully
functionnal.
I think that more of using a debian testing as an end-user system, which
is finally what it as aimed to (for desktop environment as least), the
issue is that not all packages are delivered with a consistent version
on the same day. There should be a locking mechanism that would prevent
functionnaly linked packages being downloadable before all core packages
are in a consistent version
However, this case can be closed as a non-bug. Thanks for your patience.
