There is an actual reason why the package has not migrated to testing yet [1]
which are the missing -nvidia and -nvidia-dbg packages. These packages will
need to be excluded for the architectures where the proprietary nVidia
driver is not supported.

This is not a repository issue and there is also no manual way of updating
packages in testing.
