Hi,

historically, Debian shipped two gtk-update-icon-cache variants: One
built from src:gtk+2.0 and shipped in libgtk2.0-bin as
/usr/bin/gtk-update-icon-cache and another one from src:gtk+3.0 which is
shipped in libgtk-3-bin as /usr/bin/gtk-update-icon-cache-3.0.

Those binaries don't actually have any dependencies on libgtk and they
produce the same result, so there is no good reason to ship two
implementations.

We therefor decided to only ship one implementation which is built from
src:gtk+3.0 and shipped in a separate, new binary package named
"gtk-update-icon-cache" [1].  The libgtk2.0-bin package no longer
provides /usr/bin/gtk-update-icon-cache [2].

Your package mate-icon-theme declares a build-dependency and/or dependency on
libgtk2.0-bin. If this dependency was added to get the icon cache
utility, please (build-)depend on the new gtk-update-icon-cache package
instead.
