Panel Menu > System Pref... > Look and Feel > Appearance > Theme (tab) > click customize button, the color tab is missing
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
   * What was the outcome of this action?
   * What outcome did you expect instead?
Put the color tab back so we can make MATE "look the way we want"
