Bug#866384: mate work place switcher

Dear Maintainer:
They say a picture is worth a thousand words, so please take the time to 
look at the two attached screen shots.

In screen shot #1 the workplace switcher has 4 work spaces and one row
workspace 1 has Thunderbird (inf full screen mode)
workspace 2 has Pluma
workspace 3 has Galcutor
workspace 4 has Archive Manager
Notice the panel workplace switcher has no icons for Galcutor & Archive 
Manager and none of the applications are minimized.

In screen shot #2 we changed the workplace switcher to two rows.
Look at what happens to the panel workplace switcher.
There are NO icons anymore and workspace 1 is shown as empty, but 
Thunderbird is still there.

As you can see, if you change the panel workplace switcher to more then 
one row, the panel work place switcher becomes useless.

Please fix this, all our workstations require,  6+ workspaces in 2 rows.
