I have discussed this issue with Stefano on IRC some minutes ago.
We have added mate-notification-daemon as Recommends: for
mate-desktop-environment. This does not close your bug report, but it
probably draws people away from having this bug.
Also, Stefano will keep the windows popup fallback of
mate-power-manager in MATE upstream and I won't patch it out in the
Debian package, either. Only mate-power-manager has this fall back to
message windows.
Then, I also tested GNOMEv3's notification-daemon with MATE and it
worked out of the box. In MATE 1.6 I had problems with that setup,
too. Not sure what the cause may be / may have been.
For you special case: please look at the gsettings of
mate-power-manager and disable notifications for those power status
events that cause your troubles.
So, I will mark this bug as "wontfix" and "closed", I hope you can
live with that and keep on filing more and more bugs that you
discover!!!
