Bug#766800: Accessibility: difficult movement with keyboard

Package: mate-panel
Version: 1.8.1+dfsg1-1
Severity: normal
*** Reporter, please consider answering these questions, where appropriate ***
* What led up to the situation?
I installed mate-panel, mate-notification-daemon and orca 3.14.
apt-get install mate-core mate-desktop-environment
mate-notification-daemon dconf-editor at-spi2-core gnome-orca
export GTK_MODULES=gail:atk-bridge
(export in /etc/profile or in ~/.bash_profile)
in MATE, alt-f2, orca --replace
If orca doesn't speak while you press keys, as a user, from a
mate-terminal or on a tty (with DISPLAY=:0 ):
gsettings set org.mate.interface accessibility true
gsettings set org.gnome.desktop.a11y.applications screen-reader-enabled true
gsettings set org.gnome.desktop.interface toolkit-accessibility true
* What exactly did you do (or not do) that was effective (or
ineffective)?
When dropbox or pidgin changes status, no notification. But 9e can see the
status going to the panel via meta-ctrl-tab.
* What was the outcome of this action?
First, alt-ctrl-tab doesn't move the focus on the panel sometimes. The behavior
is random. Sometimes it stays on the bottom panel, sometimes on caja, sometimes
it has success. alt-maj-tab has always success to reach the top panel.
Once here, maj-tab, after f10, can, randomly, render the applets. But it involves
a random twick, with f10 (twcce), arrow keys, maj-tab, etc. It's really not
convinient.
* What outcome did you expect instead?
After alt-ctrl-tab, tab or arrow keys should move the focus on this top panel
and I should be able to hear the applet regularly and without all keyboard
twicks.
