Bug#766464: gksu pluma <any_file> sets the ownership of /run/user/1000/dconf/user to root:root

I've been told that the systemd bug at the root of this has been fixed.

I cannot verify because cgit.freedesktop.org is down right now.   The fix
was made a year ago (?) but apparently has not been backported to mint,
ubuntu, fedora ... debian(?)

This bug needs to be re-assigned or duped to a bug that backports that
fix.  (I cannot test, I am running mint qiana 17, which is based on
ubuntu 14.04 which is based on Debian something...)  How does one
re-assign Dbian bugs to different components?
