Bug#775261: mate-themes does not support Client Side Decorations or Pop Overs

The BlackMATE and GreenLanguna themes do not support Client Side
Decorations in GTK 3.14. In addition the GreenLaguna, BlackMate,
ContrastHigh and ContrastHighInverse themes do not support pop-overs in
GTK 3.14,

These limitations were recently fixed by the upstream MATE team:

A new upstream release is available that includes these GTK 3.14 fixes.

Given that Debian Jessie will ship with GTK 3.14 it is important that
that mate-themes be updated to the new release version.
