why is mate-settings-daemon 1.8.3-2 same as mate-settings-daemon 1.8.2-4

It means the changes to the Debian unstable packages were merged upstream, then a new upstream version was related which was uploaded to Debian experimental as unstable should currently not receive any new upstream versions due to the freeze for Jessie.
