It seems it has not worked since an update on February.

     ineffective)?

1. Open a directory with Enter.
2. f10
3. Edit menu
4. Select all 
It works.
5. Unselect with arrow key.
6. ctrl-a

   * What was the outcome of this action?

Should select all, as ctrl-a is binding for select all.

   * What outcome did you expect instead?

No selection, statusbar says only 1 item selected.
