The cause for this might be much earlier:

At least it's very suspicious that a build tries to write to a user's
home directory (which does not exist on purpose on build daemons). So
CMake not finding such a package file could be a result of not being
able to create a file (or directory) containing ".cmake/packages/" in
its path.
