I believe the version I've set it to was the correct version, even
when I did find the problem in backports, the problem really exist
is both testing and stretch-backports.

You should always set the correct versioned requirements, even if
testing already contains the version you need. This will ensure
that partial upgrades work properly. It will also make sure that
backporting is easier.
