[Pkg-matrix-maintainers] Synapse 1.106.0 Packaging

Hello everyone,

I wanted to let anyone who is interested know that I have packaged
Synapse 1.106.0.  This was a little tricky, since it added several new
Rust dependencies.  I have also packaged those, one of which is the new
packaging for rust-ulid [1].

I have not yet made the packaging for the rest of the rust dependencies
all pretty and well-documented, so I have not yet pushed that work to
Salsa for review (and in retrospect, I probably could have waited to push
[1] as well, since its documentation is pretty laconic).

In any case, I am currently running 1.106.0, and I should be able to get
that MR up in the next week when I can confidently say the new rust
packages/Synapse itself are working correctly.  I'm hoping to also have
the rust MRs up in a similar time frame, but I have no clue how long it
will take for those to be accepted.  Some of the packages that needed to
be updated for this involved semver API-breaking changes, so additional
Rust packaging work may need to be done before those MRs are accepted.
