Hi,

though there is already an autoreconf in debian/rules it currently
doesn't work. The line with autoreconf needs --force for both
autoreconfs, it then reads as:
        autoreconf --install --force && (cd libmetrics && autoreconf --install --force)

Doing so allows to build the package on ppc64el successfully. The same
should be true for arm64.

As this is one of the few remaining packages, I'd be happy to help
fixing this bug, if neccessary by uploading an NMU.
