It is not mozilla-devscripts fault. xpi:Depends is set. I assume, that
dh_gencontrol removes the Recommends, because the "Depends: iceweasel
(>= 2.0) | icedove (>= 2.0)" will satisfy the Recommends.

If you rename the source package, it will need to go through NEW. So you
do not have to wait for uploading.
