This all sounds like we're not really representing the upstream source
properly for this package, unfortunately :(  I agree that this is a
sticky problem (i've tried to understand the enigmail debian packaging
before this myself), though, and i'm not claiming i have a good solution
to offer).

I'm showing an interest, though i don't have a lot of time.  I'd love to
see the need for this extra wrapper go away fast, but we have several
months (at least) before we can count on icedove 19 being available for
everyone, and we still want to maintain older versions even after that.
 Once we've got icedove 19, we should be able to build with a clean
upstream tarball and just icedove-dev, right?

But while we're still trying to support some flavors of icedove earlier
than 19 (and for the sake of any of our users who want to replicate the
process and consider the changes cleanly), we should document what we've
got.

Would you be up for publishing the repository?  I've set up:
