[Pkg-mozext-maintainers] CIA commit hooks

Hi!

CIA is dead [1]. In order to prevent further error messages, I have
removed the hooks.cia-project configuration option from the
git.debian.org repositories.

I did not perform other cleanups, so the rest of the CIA notification
infrastructure is still there.
