This URL syntax works to get page 2:

https://addons.mozilla.org/en-US/firefox/addon/saved-password-editor/versions/?page=2&format:rss

(meta: I was not able to use the reply mailto: of the bug due to a URL 
encoding error.
é should be encoded as %C3%A9 not %E9.
even with that fixed the mailto: link, as used in Firefox nightly, did 
not produce a reply mail.
Therefor I send this manually with the references and in-reply-to field 
shown at top)

  One way could be to put it through pandoc or something, which IIRC can 
convent simple HTML to markdown or rst. However I'm not sure how complex 
AMO changelogs can get, if pandoc supports everything, and how good it 
might look in all cases. It would also add a non-trivial dependency to 
this package. So that's why I chose to leave it as it is.
