[Pkg-mozext-maintainers] Bug#776618: dactyl: please make the build reproducible

Control: reopen -1 !

There is still a small issue.
The build date that was used in the previous patch
varies depending on timezones.
The attached patch sets the timezone to UTC, so that
a constant date will be used.
