Can you tell me specifically What error message are you seeing?  I think
i've reproduced the problem, but i want to be sure we're talking about
the same thing.

I just tried it with 2:1.9.5-4 and the attached public key file (via Key
Manager | File menu | Import keys from file), and i get a warning dialog
box that says:

    ⚠  Error - First OpenPGP block not public key block

however, this is pretty clearly not correct:
