[Pkg-mpd-maintainers] gmpc* package maintainership

following an offer from smvc in bug #806034 and in agreement with the
previous maintainer (thanks Etienne!), I have delegated the management
of the gmpc package to the MPD team. I have left myself and Etienne as
uploaders so they can upload fixes without being NMU'd.

there's the situation with gmpc-plugins that is similar than gmpc. i
have decided to be bold and also delegate that package to the MPD team,
I hope that is alright with everyone here.

I will of course keep an eye on both packages to make sure they are in
good shape, but that should give space for the MPD team to operate
transitions and fix problems when they arise without depending on us, if
that needs to happen.
