Okay well, obviously it seems I haven't properly done my homework and I
have leftover cruft from a previous upgrade... or is it? could it be
that the patch doesn't enable it on new installs, but doesn't disable it
on upgrades?

I guess there's no way for the package to tell the difference between
"service was mistakenly enabled in the past" and "user actually wants
service enabled"...

In any case, I think you're right this might not be an actual bug,
although I can't help but think that the [Install] block could target
graphical-session.target instead of default.target, which would possibly
remove a lot of those problems in the future.
