First thanks for pushing 0.23.14 :)

I have suggestions I pushed in pipewire-update branch in salsa.

Forget the branch name, these are documentation updates. pulseaudio is replaced with pipewire in trixie, then I reworded a bit README.Debian.
Also switch to XDG standard for the config location.

I added a NEWS.Debian. Since it's a strong convention in Debian (though not written in any official policy) that services run out of the box and because we changed this behavior in trixie, I believe this is something to mention in the NEWS file.

If it's ok, I'll push these commits in master for the next package release.
