[Pkg-mpd-maintainers] Install and use sysusers.d/tmpfiles.d config files

Hi All

Thanks Florian for taking care of latest cve on MPD :)

A couple of week ago I made a review about an MR on salsa [0], then I 
forgot to mention it here.

Don't hesitate to merge it in master to have it in next release if 
everything is fine.
