Bug#451914: vlc: move videolan-doc to suggests field

	Hi !

Now that recomended dependencies are more and more installed
automatically, it could be nice to move videolan-doc to suggests
since not everyone would like to pull a 10M package when installing 
vlc, like for automatic live cd generation...
