Nope, because if risky isn't set config-extra-includes.h (which also disables
the encoders) gets added to config.h in the build-stamp rule.
See a later mail of Reinhard btw, we finally figured out what i actually wanted
;) I guess my patching skills are better then my explaining skills.
Torque is cheap.
