TBH, I'm not sure.

AFAIU ftpmaster's policy decisions, MPEG decoders are fine to ship in
debian.  I'd therefore assume that a DTS decoder would be fine as
well. However, I'm copying ftp-master with the plea to put an extra eye
on this package when processing it. If ftp-master comes to the
conclusion that it is unsuitable for debian/main, then probably libdts
should be removed as well.
